This report is intended to offer fresh thinking on how to unstick the Afghan peace process in the light of the Taliban’s consolidation of their monopoly of power and the failure of efforts to achieve compromise through engagement with them. The report reviews the current state of the Afghan conflict and assesses the Taliban’s performance in control of the state to inform suggestions on the scope for Afghans to take the initiative on building a peaceful plural alternative to the Taliban’s Islamic Emirate.
The analysis by the two authors draws on detailed accounts of unfolding events in Afghanistan which they have accessed with the help of extensive contacts across Afghan society.
