Responding to a changing conflict resolution landscape

PeaceRep is developing a new theoretical framework which focuses on conflict and state fragmentation and its implications for the project of rebuilding the state. As the conflict landscape becomes increasingly fragmented and diverse, new forms of conflict are emerging that defy traditional assumptions that a peace process can end conflict on the basis of mediation between a state and a number of dominant armed state actors. Conflicts are increasingly operating as a complex system of proliferating armed groups who often broker directly with each other and with external states. Geopolitical actors with very different normative commitments intervene in both conflict and peace processes, and local actors mediator shop and hedge between them.
